FEMA Flood Map Revisions

At the meeting of Tuesday, June 26, the Town Council received a report on the new FEMA Flood Map revision process.

The report was given by James Reilly of Stetson Engineers and Kathleen Schaefer of FEMA.  Mr. Reilly reported that there are 487 properties in San Anselmo with flood insurance through the National Flood Insurance Program (NFIP).  The average premium is $1,100 per year.  To date there have been 255 NFIP claims in San Anselmo with $2.65 million in flood losses reported.  San Anselmo is 7th in the state for NFIP claims.

Reilly said that the new maps are necessary because the technical analysis of the flood plain has not been done since 1980, although there was a preliminary revision of the maps in 2009 based on the flooding in 2005.  The new maps will include about 50 more homes in the flood plain than previously.

San Anselmo will now have a new hazard area called a floodway included on the map.  A floodway is defined as the creek and the adjacent land areas that must be reserved so that the water surface elevation in a flood is not raised. Communities must regulate development in these floodways to ensure that there are no increases in upstream flood elevations.

Schaefer outlined the timeline for the next steps in the flood map revision process.  The working maps have been released and the affected towns/cities are invited to comment.  The Town held a community meeting on Thursday, June 28, to provide more information to residents and invite public comment.

Once comments are received, the working maps will be converted to a preliminary map, which should be issued in late August.  At that point the formal process begins with public noticing and meetings, and a 90-day appeal period.  At the end of that period the maps will be finalized.

A letter of final determination will be sent six months prior to the effective date of the maps, allowing the Town to update the necessary ordinances and review construction in process.  It will be about one year before the new maps will be effective.
