At the meeting of Tuesday, March 26, the Town Council took the following actions:

• Approved resolutions authorizing adding the Community Services Director to the list of authorized signers to the Town’s Bank of America, Wells Fargo and Local Agency Investment Fund accounts.
• Approved the resolution opposing the sale and purchase of rat and mouse poisons deemed an unreasonable risk to children, pets and wildlife.
• Proclaimed April 2013 Fair Housing Month.
• Approved the request from American Legion Log Cabin for a contribution to the project to re-chink the Log Cabin.  The Town will contribute $1000 this fiscal year and $1000 in 2013-14.
• Received the presentation by the Major Crimes Task Force on the 2012-13 annual report (more on this below)
• Received the presentation by the Marin Municipal Water District (MMWD) on upcoming project to replace their pipeline on Sir Francis Drake Blvd. and Red Hill Avenue from Shaw Drive to Ancho Vista. The project is anticipated to begin in June and will replace the main pipeline running under Sir Francis Drake Blvd. and Red Hill Avenue.  Work will be limited to non-commute times in the commute direction and there will be some night work required.  Every effort will be made to keep traffic flowing.  Given the volume of traffic on these arterials, however, significant delays will be experienced.  Drivers are advised to take alternate routes when the project is underway. MMWD is conducting a public outreach campaign to alert drivers in advance of the project start date.

• Approved modifications to the Central Marin Police Authority’s 2013 Bail schedule for traffic ordinance and vehicle code violations, as well as administrative fees. http://www.townofsananselmo.org/archives/61/TC%20ITEM%205%20032613.pdf.
• Introduced an ordinance amending the San Anselmo Municipal Code, Title 10, Chapter 3 with regard to residential second units.  This ordinance would make changes to the rules for second units that would facilitate the creation of second units consistent with the Town’s adopted Housing Element.  Changes are generally in the areas of definitions, standards, parking, administration and enforcement and rent limitations for residential second units, and are intended to clarify the zoning parameters.  The staff report outlining these proposed changes is located at: http://www.townofsananselmo.org/archives/61/TC130326_RN3399.pdf.
• Approved two amendments to the League of California Cities bylaws regarding submission of resolutions to the General Assembly and the threshold for taking positions on Statewide ballot measures.

Major Crimes Task Force

In 1977, a small group of local law enforcement officers and a DEA agent saw the need for a local, multiagency, countywide narcotics investigation unit.  After statistics were accumulated that showed the need, the Marin cities, towns and the county entered into a Joint Powers Agreement to form the task force.

Under the agreement, the task force is responsible to a 9 member Oversight Committee, consisting of a City Councilmember, a member of the County board of Supervisors, two City Managers, the County Administrator, two local Chiefs of Police and two Marin County citizens.  The Task Force also receives guidance and direction from the Marin Police Chiefs’ Association.  The Task Force serves the county and participating agencies and crosses all jurisdictional lines throughout Marin.  This allows the unit to investigate cases, unimpeded by boundaries.

The Task Force is staffed and run by the Sheriff’s Office and consists of three units:  Major Crimes, Coordination of Probation Enforcement (COPE) and County Auto Theft.  For more information, go to
