Town Council Meeting Notes and Parking Citations

Town Council Meeting Notes

 At the meeting of Tuesday, September 11, the Town Council took the following actions: 

  • Presented the Quality of Life Silver Award to Phyllis Ostrander for her 15 years of service as a volunteer receptionist at Town Hall. Congratulations Phyllis!
  • Approved the resolution continuing implementation of all the requirements of the Brown Act during the State of California’s three-year suspension of State mandates as contained in AB 1464 and SB 1006.
  • Approved the Downtown Event application for the Goblins’ Parade, scheduled for Monday, October 29, from 5 – 7 p.m. on San Anselmo Avenue, starting at U. S. Bank.
  • Approved the revised Downtown Event application for Country Fair Day, to allow for a road closure on Tunstead to Library Place to accommodate the addition of a “zip line” attraction.
  • Approved the resolutions adopting the 2011-12 Budget and Work Plan, setting the appropriations limit and allowing for the temporary borrowing of funds for cash flow purposes from the County of Marin, to be repaid in December when property tax revenues are regularly paid out.
  • Adopted the resolution of intent to abandon a portion of the right-of-way adjacent to 15 Allyn Avenue and set the public hearing for Tuesday, October 9, 2012.
  • Conducted a public hearing and adopted the resolution determining the existence of a public nuisance and ordering that the property owner at 437 Scenic Avenue abate the public nuisance existing at the property and reimburse the Town for its costs and fees.
  • Discussed the mission of the Town’s Economic Development Subcommittee and directed staff to return with a resolution expanding the scope and membership of the committee.
  • Appointed Vice-Mayor Coleman to serve as the Town’s representative on the Homeless Policy Steering Committee. 

The next meeting of the Town Council is scheduled for Tuesday, September 25, 2012, beginning at 7 p.m. in the Town Hall Council Chambers.

Parking Violations

The San Anselmo Police Department uses the Marin Parking Authority for handling parking citations.  The Marin Parking Authority administers the parking citation program for San Anselmo, Fairfax, Larkspur, Ross, Corte Madera, Tiburon, Belvedere and Novato.  

The policy of the San Anselmo Police Department, in compliance with the California Vehicle Code §40202c, is that dismissal of parking tickets is denied except as provided below: 

  • The issuing officer is satisfied that the violation did not occur.
  • In the interest of justice.

 If you wish to contest a parking citation, here is how to do it:

  1. File an administrative review request with the Marin Parking Authority, within 21 days after the citation was issued or within 15 days of the date of the notice of delinquent parking violation.  Mail a letter of appeal to:

2. An administrative review will be conducted by the San Anselmo Police Department and you will be notified by mail of the results of the review.  It may take several weeks for the review to be conducted. 

3. If you are dissatisfied with the results of the review, you have 15 days from the date of the letter regarding your administrative review to request a hearing.

4. In order to schedule a hearing, you must post the full fine amount and request a hearing by letter.

5. You will be notified by mail of the date scheduled for your hearing.

6. If you don’t agree with the hearing examiner’s decision, you may within 20 days of the mailing of the hearing examiner’s decision, request a civil review with the County Municipal Court, Civil Division.  The Court currently requires a $25 (non-refundable) filing fee deposit for review of the hearing examiner’s decision.

The Marin Parking Authority has no local office, so business with them must be conducted by mail or by phone.  Their phone number is 800-281-7275.  Citations may be paid via the internet at www.ezpaycorp.com.
