Police Consolidation

At a recent League of California Cities conference in Sacramento, Central Marin Police Authority and Town staff participated in a session on police consolidation.  Entitled “Police Consolidation – More for Less,” the session was focused on giving other cities strategies for the successful consolidation of police departments.  Police Chief Todd Cusimano, Lieutenant Mike Norton and San Anselmo Town Manager Debbie Stutsman gave an hour long presentation on the opportunities and challenges of consolidation, the steps that were taken to move toward consolidation, the nuts and bolts of merging two agencies into one and finally, the results and the lessons learned.

To summarize the session, key strategies for success included:

·         Taking it slowly, sharing services first and building on successes.

·         Communicating on a regular basis with all stakeholders, including employees, elected officials, and the community.

·         Addressing issues as they arise, working together to find solutions.

The session was well attended (despite being scheduled quite late in the day!) and well received.  Attendees asked numerous questions and asked for business cards to get in touch with additional questions.  In fact, many cities across the state had already contacted Central Marin to get more information on how to go about consolidation of their police agencies.  Up until San Anselmo’s consolidation with Twin Cities (Corte Madera and Larkspur), the Twin Cities Police Authority was the only consolidated police agency in the State.  Central Marin Police Authority remains the only consolidated police agency in the state today, now with three members.

Our three communities can be proud to be on the forefront of police consolidation in California.  Our consolidation of police services has saved the members over $1.6 million annually, while improving services and the number of officers on patrol, all during a time of extreme budget distress in a very difficult economy.
